Calculating 7 CPC Pensions For Pensioners In Time-Bound Ranks Based On Principle Of Equal Remuneration For Equal Work : Officers

Now that the issue of “Resolution” regarding pay of serving armed forces personnel is settled, the 7 CPC matrix can be viewed in relation to the QS as relating to currently serving personnel. This should provide a clear basis for providing  parities of pensions to be fixed for older pensioners with pensions of current pensioners with equal service who would have higher time bound ranks due to reduction in QS, over the years,  for attaining the same time-bound rank.

Well known examples are the issues of pension parity of older pensioners with Maj/Lt Cdr/Sqn Ldr rank who need to have parity with pensions of current Lt Col/Cdr/Wg Cdr pensioners with equal service and Lt Col/Cdr/Wg Cdr Pensioners with QS equal to/more than 26 years who need to have pension parity with pensions of current Col(TS) /Capt(IN)(TS)/GpCapt(TS) pensioners with equal service.

As the 7 CPC matrix makes no mention of QS, the index numbers and levels of the matrix can be studied alongside the QS as shown in the following table, with the assumption that level 10 starts at a QS of 0 years, level 11 at a QS of 2 years, level 12A at 13 years and level 13 for Gp Capt(TS) at a QS of 26 years.

The pay, level and index number shown in the grey cells then provide the pay on which pensions of older pensions with QS shown need to be based, regardless irrespective of the lower time-bound rank in which they had retired. Older pensioners in time bound ranks of Fg Offr/Flt Lt/Sqn Ldr/Wg Cdr should ideally have their pensions fixed at levels indicated in the grey cells as per the QS shown.

 It must be borne in mind that the figures are merely for illustration and also in case the 7 CPC pay fitment value of {2.57 X (basic+existing grade_pay)} (IOR in some cases has been increased to 2.67 in May 2017} for a specific QS is not the same as the pay in the matrix correlated with index number, further correlated with QS, then pensions would have to be worked out as per actual fitment but keeping in mind how matrix levels and index numbers need to be fixed for older pensioners with time-bound ranks, as illustrated.
