EP And “Residency Period” For Level 13 For Gp Capt / Col / Capt(IN)

Following the example given at para 5.2.5 of recommendations of 7th pay commission, it was a bit of a puzzle not to be able to get a “residency period” as a whole number for the rank of Col and equivalent.

Considering how the above-mentioned example calculation has been made in the case of rank of Capt / Flt Lt / Lt(IN), by rounding off to the nearest multiple of 100 for Col and equivalent, it is possible to arrive at an estimate of the manner in which calculations might have been made, which also indicate that, probably, a “residency period” of 2 has been used.

This leads to the impression that as the old PB-4 of VI CPC, and hence level 12A of VII CPC matrix, commences at a QS of 13 years (QS at which time bound promotion to Lt Col takes place), the level 13 of VII CPC matrix commences at a QS of 13+2=15 years. This may have a bearing on fixing index numbers for older pre 2006 pensioners as their QS would have to be taken into account for ensuring OROP parity is maintained while implementing recommendations of VII CPC.
